R+L Carriers charges 3% by which the agreed or declared value exceeds the carrier's maximum liability, $100.00 minimum per shipment for excessive / declared value. Additional charge of 3% of amount exceeding carrier's max liability; minimum $100.00 per shipment; not applicable on used products. The figure comes from R+L Rules Tariff Item 170, effective Jul 1, 2026.
